- How to Cook Perfect Barley: Soak the barley in water for a few hours and drain, then to a large pot, add 2 cups water or vegetable broth, and 2/3 cup rinsed barley. Partially cover the pot to avoid overflowing and bring it to a boil. After boiling, reduce the heat to a low simmer and let it cook for 25 to 30 minutes.
