Written by Joseph Stalin in Vienna, at the insistence and on the advice of Lenin. Stalin expresses the Bolsheviks' views on the solutions of the national question and criticizes the program of cultural-national autonomy of the Austro-Hungarian socialists. This work became popular among Russian Marxists and thereafter Stalin was considered an expert on national issues.
